    07.56 Europe/London, October 31, 2011 By Chris Dziadul

The Slovak national transmission Towercom has now ended DVB-T2 tests that it began in August.

However, according to the company’s marketing director Michal Suran, quoted by Zive, it plans to ask for a further temporary permit or for new permits to continue the tests.

The DVB-T2 tests began in Bratislava and were subsequently extended to a transmitter located at Borskom Mikulasi.

Although they initially involved FTA channels, some were subsequently encrypted.

The channels tested were Doku CS, Kino CS, Muzika CS, Travel Channel HD, Viasat Explorer and Viasat Nature, the first four of which were broadcast in MPEG-4.

Cyfrowy Polsat to buy mobile TV operator
    08.22 Europe/London, October 31, 2011 By Chris Dziadul

Cyfrowy Polsat has reached an agreement to buy Info-TV-FM, the company that holds the licence to operate Poland’s mobile TV service.

However, local reports indicate that the deal is conditional on Info-TV-FM retaining the frequencies in the 470-790 MHz band it was awarded by the Office of Electronic Communication (UKE) in 2009.

Cyfrowy Polsat will pay a total of PLN28.96 million (€6.64 million) for Info-TV-FM, PLN17.73 million of which will be to NFI Magna Polonia, which currently holds a 61.23% stake in the company.

The remainder will go to the Cyprus-registered Evotec Management Limited.

Despite holding a mobile TV licence, Info-TV-FM has failed to launch a service due to its inability to reach an agreement with Poland’s mobile companies.

Separately, Info-TV-FM has signed a service agreement with Cyfrowy Polsat for the provision of wholesale audiovisual media services, including the distribution of radio and TV programmes.

The deal is valid until April 30, 2022.

    Cyfrowy Polsat sets new target
    10.36 Europe/London, November 28, 2011 By Chris Dziadul

The internet services provided by the leading Polish DTH platform Cyfrowy Polsat should be available to almost the country’s entire population by the end of next year.

Quoted in Parkiet, Beata Bialkowska, the company’s marketing director, added that at present its LTE technology-based offer reaches 25% of the population and HSPA+-based one 60%.

She also said that the former, focused on the provision of multimedia services, could eventually double Cyfrowy Polsat’s ARPU for mobile internet services.

    Storm over Viasat sports channel
    10.58 Europe/London, November 28, 2011 By Chris Dziadul

The Lithuanian incumbent telco TEO LT has reacted angrily to a decision by the country’s Competition Council (CC) to close an investigation it was undertaking into Viasat and its proprietary channel Viasat Sport Baltic.

According to VZ, the latter is the only channel in Lithuania to broadcast such leading sports as the UEFA Champions League, Euroleague and Formula 1 and Viasat was being investigated for allegedly abusing its dominant position.

However, the CC decided to close the investigation, which it launched in 2009, following a promise by Viasat to stop the practice of offering the channel under different conditions to different pay-TV companies.

TEO LT’s general director Arunas Siska has said that the company would take legal action against the CC’s decision and also seek millions of euros in compensation from Viasat.

According to Siska, the company has lost subscribers by not being able to show Viasat Sport Baltic.

DirecTV reconsiders ad hoc programming, NFL Sunday Ticket

    Michelle Clancy | 28-11-2011

DirecTV, the largest satellite TV operator in the US, has decided to take precautions against unfavourable 2012 economic conditions by slashing programming costs.

Citing the European debt crisis and the upcoming presidential election as reasons for the move, the operator will take a new look at NFL Sunday Ticket and offer ad hoc packages allowing customers to choose their own packages of channels for which they can pay less than the all-in-one tier packages.
That in turn allows DirecTV to pay less for the expensive bundled-channel packages offered by content owners. This sort of ad hoc programming tactic not a popular move on the part of studios for obvious reasons, but increasingly pay-TV operators are demanding a way out of paying for channels that few people watch.
Meanwhile sports programming--something consumers are willing to pay a premium for--will be exempted from the scheme, allowing DirecTV to capitalise on upsell opportunities.
Speaking fo sports, NFL Sunday Ticket, the exclusive premium football package offered by DirecTV, is also coming under scrutiny. To wit: the operator managed to claim 327,000 net subscriber additions in the third quarter of 2011, but is not reaping an economic benefit. According to Zacks Investment Research, that's because the gains are attributable to a promotion for
"The company offered one-year free NFL ticket subscription for all its new customers, who opted for its two-year video contract," said Zacks in a research note. "DirecTV is bearing an estimated cost of $1 billion a year to broadcast this package. As a result, the company’s bottom line suffered in the previous quarter."
Strategic imperatives, like TV Everywhere, will remain on track. NFL Sunday Ticket is now available via Sony's PlayStation 3 videogame console, the iPhone/iPad and online.
"Pay-TV operators are facing serious threat from online video streaming service providers, such as Netflix Inc., Hulu.com, YouTube, and Amazon.com Inc. to name a few," wrote Zacks. "These online videos provide an extremely cheaper source of TV programming unless the customer is very eager to see real time programs like sports events. This business model is gaining momentum especially when the economy is under recessionary conditions."

Looking for subs, Starz offers freeview, plans a la carte iPad app

    Michelle Clancy | 28-11-2011

In an effort to tease consumers into buying a subscription for their premium programming, sister networks Starz and Encore offered 42 million Americans free access to their channels for the long Thanksgiving weekend.

Starz also said it's planning its own streaming app for tablets and smartphone, potentially on an a la carte basis. DirecTV, Dish Network, Verizon FiOS and AT&T U-verse, along with several regional telco and MSO pay-TV players, participated in the promotion.
While families were serving up turk€y and stuffing, Starz was serving up a raft of exclusives like Boss (an original series with Kelsey Grammer), Gnomeo & Juliet, Just Go With It, The Green Hornet and Tron: Legacy. Encore meanwhile cooked up a Lord of the Rings marathon complete with extended special editions.
Starz, which has around 19 million paying customers, has been working on extending its distribution and subscriber base lately, in the wake of a lucrative distribution deal collapsing with Netflix, whose subscribers will lose access to Starz's movies and TV in February. Netflix was willing to give Starz $300 million per year for distribution rights, but Starz wanted the online video streaming giant to charge customers a premium to access it. Netflix, reeling from subscriber mutiny over a rate hike, refused the stipulation.
Starz now plans to offer its own tablet/smartphone streaming app, much like HBO GO. Starz President Chris Albrecht said at a late November investor's conference that he is actively considering offering the application a la carte-- i.e., consumers would not need a cable subscription to subscribe to the app.
That's a cut-out-the-middle-man move that's likely to rankle the throngs of pay-TV operators who rely on exclusive distribution of such premium programming as a core piece of their value proposition. Starz has good company in this however--HBO has also expressed interest in going direct to consumer with its streaming app.
