many snow appear on the screen come from up to down

I have pb when I'm browsing the fourm, the pb is many snow appear on the screen come from up to down, the snow make my pc very heavy.
I will be grateful if any one help me to stop the snow.

it is effect on my browsing. It make browsing very difficult.

Same think here,

IE is blocking out with this "snow effect", FF in other hand is working better but the CPU is incremented to 60-70%.

Just my two cents :)
